Who is a U.S. person?

A U.S. person is an individual who is:

• A U.S. citizen; or
• A U.S. resident alien (unless specifically exempt under U.S. tax law).

A person born in the United States is generally regarded as a U.S. citizen, unless they were born to a foreign diplomat.
